These things are kind of a pain in the rear....
The Standard Cloak is 160 CPU / 35 PG and there is -nothing- you can do to change that unless you are running Scout and have skills into (Racial) Scout. To put that into perspective, a Standard Caldari Assault has 234 CPU / 35 PG with all skills level 5. There is no room to spare anything else, not even a weapon, and is incredibly SP intensive just to get the thing on there when the fit is still going to be invalid when you don't have a weapon.
The cloaking device is unique here because it's the only piece of equipment that you quite literally have to run Proto to make even remotely viable and even then it's taking up such a large portion of your fitting resources that you're going to be falling short on almost everything there-after. Fitting an Advanced or Prototype Cloak on anything besides a Scout is next to impossible.
My initial proposition is to lessen the bonus that Scouts receive toward cloaking devices (currently 75% reduced PG/CPU at level 5) and rebalance the cloaking device's resource costs so that it's not as penalizing on other suits while still allowing Scouts to flourish.
I'd honestly like to see more viability out of it's use for other suits to create 'outside-of-the-box' sort of fits without being so sacrificing that it becomes ineffective. Or maybe I'm just crazy, in which case please ignore this thread.

From what I've seen the passive scanner wasn't really useful against infantry, not even uncloaked, and the active scanner was the one that attributed a lot to enemy intel, and the range of your passives was about 20m max. The way that you played the assault was more of a cautious slayer role than a support role.
Overall the same could've been done with a scouts suit, as, if not more effectively. I'm not sure how effective it would be in general practice than just a couple matches with new players. Had you not used the cloak, most of the flanking strategies you used could have been just as effectively, maybe it would have saved you the one death because of the 85% range cut. From my perspective it seems that the cloak is still a waste, other than looking cool it doesn't really give a clear benefit...
Save for reduced Profile, which - while minor - still helps to some degree in the fitting game. 1db lower is still putting you at an advantage. I personally feel that the cloaking device compliments the EHP as it reduces the likeliness of player seeing me at longer distances, reducing incoming fire from outside of my range profile (which is critical for the Gal Assault).
I don't know where the comments on the 'Active scanner' bit are coming from considering that, if I'm using a cloaking device, it would be impossible to fit an active scanner.....?
